Bill Moore

Bill Moore advises businesses regarding regulatory, environmental, business, and legislative matters, primarily representing clients in the energy industry. With extensive experience in regulatory and legislative matters, Bill has represented a variety of competitive and regulated electric interests, including Texas's largest regulated electric utility, the state’s largest municipal utility, Texas’s largest power generation and mining company, a large power generation cooperative, Texas’s largest retail electric provider, a large out-of-state power generation company, a large mid-stream oil and gas company, and an oil and gas exploration and production company. He represents clients in business-to-business interactions and before state and federal courts and regulatory bodies, the Texas Legislature, Congress, and local governments.

Representative Experience

  • Serving for several years as General Counsel of largest power generation company and largest retail electric provider in Texas
  • Providing sound judgment to address a wide range of legal issues while facilitating the client’s achievement of its business objectives
  • Representing clients and directing strategy in complex and high-profile regulatory, environmental, and legislative matters

  • Presenting to, and serving as counsel to, sophisticated corporate boards
  • Providing sound and timely legislative drafting, analysis, and lobbying in Texas Legislature and Congress
  • Recognizing and managing external perception concerns and relationships for regulated businesses in the electric and oil and gas industries
  • Coordinating and ensuring timely and effective regulatory policy development and advocacy
  • Establishing and overseeing internal compliance organization that achieves best practices in compliance operations

Some Notable Matters

  • Served as primary legislative counsel and testified multiple times before Texas Legislature for a major Texas electric industry participant, resulting in bill passage by the Legislature
  • Led intensive investigation into complex corporate activities
  • Co-led the immediate legal team investigation of an incident involving release of material related to oil and gas development for a significant pipeline client
  • Successfully contested the legal basis for, and ultimately settled favorably, the largest wholesale market regulatory enforcement action in Texas Public Utility Commission history
  • Led the legal component of a large corporation’s regulatory/legislative team that ultimately obtained Texas legislative satisfaction with the largest private equity transaction in history
  • Led the regulatory legal team in 2014 that assisted a major out-of-state client in obtaining ownership of a significant generation project in Texas
  • As General Counsel, created, staffed, and oversaw the compliance organization for a major Texas electric energy market participant
  • Led efforts to successfully defend, against appeals in state and federal courts, environmental permits for three new large coal-fired power generation units
  • Co-led legislative team that obtained important legislation for energy client in the 2013 Texas Legislative session
  • Represented electric industry association as its primary lawyer in legislative negotiations for multiple sessions of the Texas Legislature
  • Managed efforts to challenge EPA’s Cross-State Air Pollution Rule and three other separate EPA actions disapproving portions of Texas’s State Implementation Plan
